India Moves Toward a Single National Time System to Cut Foreign Dependence
India is preparing to launch a nationwide system that would allow its financial markets, telecommunications networks, power grids and digital payment platforms to rely on a domestically generated time standard rather than foreign sources, a move the government says will strengthen the country’s technological autonomy and security.
The initiative, known as “One Nation, One Time,” is expected to be formally rolled out after consultations at the highest levels of the government, including with Prime Minister Narendra Modi, Union Consumer Affairs Minister Pralhad Joshi said on Thursday.
If implemented nationwide, the system would create an authenticated Indian Standard Time network capable of synchronizing critical digital infrastructure with extraordinary precision — an increasingly important requirement as economies depend more heavily on high-speed financial trading, real-time payments, artificial intelligence and next-generation telecommunications.
“In today’s digital economy, fractions of a second matter,” Joshi said after officials demonstrated what he described as a successful proof of concept. “This initiative will establish India’s time sovereignty.”
While timekeeping may appear mundane, modern economies depend on highly accurate clocks. Banks settle transactions based on precise timestamps. Stock exchanges execute trades within milliseconds. Mobile networks, electricity grids and cloud computing systems all require synchronized clocks to function reliably.
For decades, many countries and institutions have relied on internationally distributed timing signals linked to global navigation satellite systems and Coordinated Universal Time. Indian officials argue that developing an indigenous time dissemination network would reduce vulnerabilities associated with dependence on external sources while improving the resilience of critical infrastructure.
Joshi said the project was first envisioned by Prime Minister Narendra Modi in 2018 and has since evolved through collaboration among government agencies, scientific laboratories and industry institutions. The Department of Consumer Affairs has coordinated the effort through its Legal Metrology Division, which is responsible for national standards of measurement, including time.
The project has involved the CSIR-National Physical Laboratory, India’s official keeper of Indian Standard Time, as well as the Indian Space Research Organisation (ISRO), the Securities and Exchange Board of India, the National Stock Exchange, BSNL and other agencies.
Challenges
According to Joshi, the technical challenges were considerable. Maintaining a single, authenticated time reference across a country spanning thousands of kilometers requires an infrastructure capable of delivering identical timing information with extremely low latency and high reliability.
“The proof of concept has been successfully demonstrated,” he said. “We now have a secure and trusted Indian Standard Time reference that can be disseminated across the country.”
Officials say the initiative will support sectors ranging from financial services and banking to digital payments, telecommunications, power distribution, 5G networks, artificial intelligence and the Internet of Things, where synchronized timing is essential for both efficiency and cybersecurity.
As part of the rollout, the government has issued draft Legal Metrology (Indian Standard Time) Rules that would establish the regulatory framework for nationwide adoption.
Joshi praised the scientists, engineers and technical experts who had worked on the project over the past six years, calling it the result of sustained collaboration across multiple institutions.
Although he said most of the technical work had been been completed, the minister indicated that the formal launch would follow consultations at the highest levels of government. A detailed announcement is expected in New Delhi before the system is officially dedicated to the nation.
For India, the initiative represents more than a technological upgrade. As the country seeks greater control over critical digital infrastructure — from semiconductor manufacturing to satellite navigation and now timekeeping — the government increasingly portrays such projects as part of a broader strategy to build technological self-reliance in an era of intensifying global competition.
